Strategic Director (Housing & Investment)

We are seeking an exceptional housing leader to shape the future of our landlord service. With 7,727 council homes, a substantial development pipeline, with over £1bn to be invested into our properties over the 30‑year investment plan, this is a rare and exciting opportunity to lead at scale, modernising services, improving neighbourhoods and driving a transformational housing agenda. As Strategic Director for Housing and Investment, you will lead a large, complex directorate of around 260 colleagues, responsible for housing management, maintenance and repairs, homelessness, temporary accommodation, compliance, investment, new build delivery and strategic housing and regeneration. You will also oversee major capital programmes, estate improvements, and emerging regeneration priorities including Sincil Bank and the city's high-rise strategy. This is a role of significant visibility and influence, operationally, financially, corporately and politically. With an expected regulatory inspection, you will bring assurance, grip and confidence across compliance, repairs, tenant engagement and service performance. You will lead a culture of accountability and continuous improvement, ensuring that teams understand their responsibilities, meet targets and are inspection ready. You will work directly with elected Members, Scrutiny, tenants, community partners and key stakeholders, offering authoritative, timely and strategic advice across a broad portfolio. Looking ahead, you will shape the delivery of the Council's fully funded 30-year HRA Business Plan, accelerate growth through our new build and buyback programmes and embed long term investment in modern, safe and energy efficient homes. You'll also help navigate the evolving landscape of Local Government Reorganisation, ensuring stability, leadership and continuity for teams while helping shape the future authority.
