PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide comprehensive administration of the City’s Public Works Planning and Engineering that includes functions in both current and long-range City initiatives under the Direction of Assistant City Manager – Public Works and Critical Infrastructure Director. The position administers and oversees operations and capital programs to direct, manage and coordinate technical and administrative work overseeing the City’s Engineering, project management, and execution of approved Capital Improvements Projects (CIPs) for Public Works and Critical Infrastructure. Includes the planning, engineering design permitting, construction, installation, maintenance, and repair of city streets, stormwater facilities/infrastructure, utility facilities, resiliency and related infrastructure. The incumbent in this position additionally manages design and permitting of special projects funded through other departments, State or Federal grants, or special assessment districts.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; reviews and approves payroll; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; directs work; acts as a liaison between employees and management; reviews and recommends training opportunities; and trains staff in operations, policies, and procedures.
Performs general administrative functions; analyzes data regarding potential issues directly and indirectly affecting the Department currently and makes projections for future needs; coordinates strategies with the City Manager's office to support the City and department's position; synthesizes, hypothesizes and/or theorizes regarding data and information involving policies, strategies and methods to meet unique or unusual conditions.
Formulates and administers department budget; participates in City budget process; assesses need for and related costs of public works and critical infrastructure Capital Improvement Projects, as well as operations and maintenance programs; prepares the upcoming fiscal year's CIPs budget; monitors budgets for the Streets Fund, Stormwater Fund, Natural Resources Resiliency and special projects funds; reviews and approves requisitions, cross-checking with budget summaries and watching monthly expenditure percentages; coordinates annually with the City Managers office to prepare the Department's budget.
Prepares, reviews and submits Department items to the City Manager's office for City Council review and approval; gathers and compiles information regarding issues related to Streets and Stormwater projects, Engineering projects, Natural Resources and Resiliency projects; summarizes data agenda memos and supporting documentation; coordinates with the City Manager's office regarding presentation; presents information and projects to City Council, various City appointed boards, and the public.
Solicits, selects and manages multiple professional design and construction contracts required to achieve the goals and objectives of the Department and the City; prepares and reviews technical solicitations; selects most qualified contractors; communicates with firms; monitors project progress and budget; addresses any issues that may arise.
Coordinates with and report to local, State and Federal agencies as required by projects or permits; reads legislative or regulatory items that may impact the Department; confers with other professionals; write opinions regarding impact of regulations; submits monitoring reports and close out reports as required.
Coordinates with all Public Works Divisions to initiate Division specific Master Plans including CIP’s along with funding sources.
Responsible for keeping all Master Plans up to date including annual CIP updates for next five years-planning horizon for every Fiscal Year to be incorporated into each Divisions Comp Planning-progress, and both AUIR, LOS, Updates.
Implements all Public Works Divisions’ CIP’s listed in Master Plans on time and on-budget along with Special Projects including R&R, EAM driven Assets Renewal Projects/program.
Communicates with City officials, news media, City staff , third party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to and initiates emails and phone calls; arranges and attends meetings; and prepares and reviews press releases.
Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, PowerPoint, Publisher, Munis, Executime, City View, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Maintains current knowledge of trends and developments in issues involving streets and stormwater maintenance and related Federal, State, and local regulations for application to programs and functions under charge.

- Bachelor's degree in Engineering, Civil Engineering, or closely related field.
- 7 years of experience in government related engineering, project management, or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job.
- Must possess and maintain a Professional Engineering License (PE) in the State of Florida
- Direct experience with Public Works Planning and Engineering in a leadership role for at least 5 years.
- Project Management Professional (PMP) preferred.
- Valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards.
