Job Summary:
Bizzell US has an immediate need for a Space Flight Operations Facility (SFOF) Manager to support our client JPL in Pasadena, CA. The project is approx. 3 million SF with more than 200 buildings on campus. The SFOF Manager must be skilled with Building Management Systems (BMS) and have hands-on HVAC / Electrical experience. During non-core hours, the SFOF Manager will interact with JPL customers when there are BMS, electrical, and mechanical issues on the JPL site. The JPL facility operates 24 / 7 / 365 days a year. The SFOF Manager will provide additional SFOF support and be available during the non-core business hours. The SFOF Manager will have complete Maintenance and Operational accountability for the SFOF and SFOF Support buildings), along with 10 Stationary Engineers. The SFOF Manager shall be responsible for the reliability, maintainability, oversight, and compliance of complex electrical infrastructure, ranging from low-voltage systems to critical high-voltage substations.
Responsibilities:
- Provides the 1st level oversight of Bizzell's SFOF support group.
- Supports the team regarding Bizzell’s 24 /7/365 site-wide after-hours trouble call “first responder” requirement.
- Directly supervises 10 SFOF Stationary Engineers spread across three shifts 7 days a week.
- Responsible for onboarding and training curriculums for all existing and new staff.
- Responsible for SFOF local operating procedures, including the annual review and revisions.
- Acts as backup for Bizzell's Electrical Engineering Manager and could be (at times) the primary point for scheduling 16.5 KV distribution coordination, preventative maintenance, and outages.
- Complete responsibility for all electrical (UPS, PDU, switchgear, generators, ATS, 16.5 kV substations, etc.) and mechanical equipment, outages, and preventive maintenance for the SFOF and SFOF Support buildings.
- Responsible for timely close out of all SFOF Nonconformance Reports, Root Cause Failure Analysis, Near Misses, and Corrective Action Requests.
- Responsible for representing the Bizzell SFOF group at necessary meetings with JPL (Jet Propulsion Lab) personnel.
- Ensures day-to-day preventive maintenance and repairs for the SFOF and SFOF Support buildings are timely and meet all JPL contract deliverables per NASA-approved directives, policies, and current local/national codes (NFPA70, NETA, CEC/NEC, etc.).
- Ensures the SFOF Team maintains plant operations logs and performs daily and weekly rounds in SFOF and SFOF Support buildings.
- Supports and ensures that the SFOF BAS / PCC (Power Control Console) Operator initiates Flash Reports for all critical equipment breakdowns and Facility Infrastructure interruptions. Provide field updates to Bizzell Management and JPL key customers when necessary repairs are made or when Facility Infrastructure is restored.
- Ensures the Stationary Engineer (PCC Operators and Rovers) addresses all critical equipment issues and BAS alarms.
- Coordinate additional staffing/resource requirements through the BAS / PCC Operator on-site (during non-core hours) to handle emergencies beyond the capabilities of on-site staff.
- May also be required to interface directly with other Managers / Supervisors (e.g., Program Manager, Operations Manager, Maintenance Manager, SFOF Manager / Supervisor, and Leads) as required to address emergency situations.
- Recommend operational improvements and communicate system events to the SFOF Supervisor regarding the condition of the SFOF and SFOF Support buildings during core hours. Work with the M&O group to provide vendor quotes and information on ordering material.

Requirements
Key Qualifications:
- Related certification(s) from an accredited institution or technical trade school.
- Must have experience with managing Medium and High Voltage Power Distribution.
- Must have experience developing MOP (Method of Procedure) and/or Switching Order development.
- Must possess knowledge of operation, maintenance practices, procedures, work methods, materials, equipment, and tools to operate and maintain the systems.
- Must know computer operations and applications pertinent to their field (CMMS, Microsoft applications, and email).
- Strong interpersonal skills and good customer service skills.
- Ability to read and write in the English Language.
- Valid CA driver’s license.
- Must be able to multi-task, be organized, pay attention to detail, be dependable, and be a team player.
- Flexibility to work alternate schedules as necessary.
- Perform all other duties as assigned to meet customer-critical missions.
Education and Experience:
- Electrical Engineering Degree is required.
- Minimum of 10 years experience with managing technicians.
- Experience with operating and monitoring Power Control Systems for Emergency Power
- Five years equivalent working experience is required with a demonstrated understanding of electrical, HVAC, plumbing, and mechanical systems.
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer.
