Local Source Control Specialist

<p style="text-align: justify;"><strong>The City of Puyallup is accepting applications for a new Local Source Control Specialist position, as authorized by city council to start January 1, 2023.  T<strong>his is an open continuous posting with a priority application date of December 23rd.  </strong> </strong><strong>Interviews are anticipated to occur the week of January 3rd. </strong><br><br><em>About Our Job and Community </em></p><p style="text-align: justify;">The successful candidate will perform and lead various technical and complex public contact work related to the coordination and resolution of various mandated programs to assure compliance with Federal, State and local laws and regulations regarding surface water and wastewater treatment, disposal and management.</p>Employees independently perform on-site source control inspections at a variety of facilities (for example restaurants, and industrial and commercial businesses) to ensure compliance with best management practices (BMP’s).<br><br>The City of Puyallup is a community of 43,000 and is situated at the foot of scenic Mount Rainier in the beautiful Puget Sound region, 10 miles east of Tacoma and approximately 35 miles south of Seattle. The city is known as a regional commercial and service center for Eastern Pierce County, and serve its residents and neighbors with a strong, diversified economy.<br> <br> Note: The salary provided is the 2023 monthly rates for this position.<ul type="disc"><li>Identify, coordinate, and conduct initial business/site inspections, complaint response inspections, and follow-up inspections. <li>Compose technical memos and inspections reports that convey business/site conditions and deficiencies. <li>Respond to complaints and reports of stormwater violation and coordinate with other city staff to resolve or correct these actions.<li>Organize and maintain inspection data and prepare annual reporting on business/site inspections conducted annually.<li>Coordinate with code enforcement staff, as needed, to gain compliance with city code and stormwater regulations.<li>Refine, update, and maintain the city’s Source Control Inventory and ranking system.<li>Participate in the review, revision and updating of the Source Control and Private Stormwater Inspection Program Standard Operating Procedures.<li>Research information related to waste and stormwater regulations/requirements for a wide range of businesses.<li>Provide information, education, and technical assistance to property owners, contractors and property management firms regarding operational and structural best management practices to address pollution and related regulations, codes and NPDES Permit requirements.<li>Create, distribute and coordinate educational materials, as needed.<li>Resolve complex customer service problems and complaints.<li>Draft and develop best management practices (BMP’s) as needed.<li>Attend Source Control Program meetings and trainings in Washington State.<li>Respond to inquiries and requests from businesses and agencies by providing information on best management practices (BMP’s) and support to move towards compliance.<li>Coordinate technical assistance messages internally with other City departments.<li>Perform private stormwater facility inspections and compose technical memos and inspection reports.<li>Within established guidelines, independently organizes, prioritizes and initiates work activities for source control program.<li>Performs other duties as assigned. </ul><p><strong>Knowledge of:</strong></p><ul type="disc"><li>Environmental pollution sources and pollution control BMP’s, and understanding of stormwater BMP’s and LID practices, green stormwater infrastructure (GSI), and applications.<li>Principles and terminology regarding wastewater treatment and transmission, and surface water management.<li>Proper hazardous waste designation, disposal, and storage practices.<li>Water quality and/or stormwater sampling procedures and protocols.<li>Technical aspects of this specialty field.<li>Federal, State and local codes, regulations, laws, procedures and ordinances.<li>City organization, operations, policies and objectives.<li>Working knowledge of, and ability to apply, City of Puyallup Engineering and Construction Standards, City of Puyallup Municipal Code, Western Washington Phase II Municipal Stormwater Permit, Clean Water Act, and 2019 SWMMWW applications and standards.<li>Database management. <li>Basic principles of chemistry.<li>Basic research methods.<li>Safety rules and regulations.<li>Modern id="_com_1"><strong>Education and Experience:</strong></div>An Associate degree in Environmental Science, Natural Resources, Engineering, Biology or related field; or two years of experience in municipal stormwater permit compliance, stormwater inspection/permitting, or environmental or water resources programs; or a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.<br> <br>Experience in Ecology's Pollution Prevention Assistance Program preferred.<br><br><strong>Special Qualifications:</strong><ul type="disc"><li>Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.  <li>Possession of or the ability to obtain within six months of hire, a Certified Erosion and Sediment Control Lead (CESCL) certification, and the ability to maintain throughout employment.<li>HAZWOPER Certification, LID Certification, Confined Space and Competent Person, and Stormwater Inspector Certification are preferred.<li>Individuals must pass a background check prior to appointment.</ul>Work is performed in office (20%) and in field environments (80%) with significant fieldwork required. This position requires the physical strength to occasionally lift up to 50 pounds; the ability to walk and perform work standing up for extended periods of time on hard surfaces, walk over rough, uneven or slippery  surfaces, as well as the dexterity to bend, twist, crouch, and kneel; the ability to ascend and descend stairways, ladders, and narrow passageways with limited space for entry or egress - to include hatch openings; and, the ability to work outside for sustained periods under a variety of weather conditions including exposure to inclement weather, noise, fumes, construction environments, and traffic hazards.  Must lift and replace manhole covers with a tool. Driving to site locations in City vehicle is required. Office and outdoors environment. May require working in a confined space.
