Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations at 245 duty locations throughout the country to include the Headquarters National Capitol Region.Qualifications:Please limit your resume to 2 pages. You qualify for the GS-12 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-11 grade level or equivalent performing the following duties with little to no guidance from a higher-grade Investigative Analyst (Criminal Analyst) or equivalent:
- Selecting, compiling, summarizing and integrating excerpts, and briefing a variety of intelligence products (i.e., agency endorsed);
- Preparing graphics, charts, tables, matrices, maps, infographics, and other illustrative devices to effectively, informatively, and concisely present information, analysis, and knowledge;
- Independently reviewing, evaluating, and contributing to the development of a broad variety of instructional materials and technical reports to support the collection and analysis of criminal intelligence information;
- Demonstrating an advanced level of proficiency with law enforcement indices and/or internet-based open source, deep web, social media, and darknet sources of publicly available information; and
- Applying and developing standardized criminal analysis tradecraft (i.e., agency endorsed) products, methodologies, and structured analytical techniques through the creation of reports of analysis or other technical reports.
- Skill in using a criminal analysis framework to analyze criminals, criminal conspiracies, or criminal networks in support of civilian law enforcement criminal investigators or police detectives, that directly led to a criminal arrest, indictment, or other investigative action; and skill in instructing junior personnel in the analysis of criminals, criminal associations (link analysis), criminal supply chains, or illicit finance.
Training: You will be required to complete the Homeland Security Investigations Criminal Analyst Training (HSICAT), which is hosted by HSI Office of Intelligence. The course is designed for ICE Criminal Analysts (CAs), providing them with the basic skills necessary to be an effective and successful CA while supporting DHS and ICE missions. This agency specific CA training must be completed according to the standards of HSI Office of Intelligence. Failure to do so will be grounds for mandatory removal from position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
