DWP is looking to fill Deputy Director, Policy Group Finance Business Partner Division role in Strategic Finance Directorate.

Your leading role in the Strategic Finance Directorate will be to enable and influence Policy Group, Strategic Communications and Private Office. For Policy Group, you will lead the development of credible multi-year plans that deliver business objectives, supported by robust financial forecasts. You will also work with the business to ensure that DEL and AME financial matters are considered in long-term policy and service delivery decisions. 

Strategic Finance are organised into distinct Finance teams and your role will require close join up with Financial Management and Partnering Directorate to lead cross cutting support for each of the DWP Director Generals.

Job description

This role is Deputy Director Finance Business Partner for Policy Group, Strategic Communications and Private Office. This includes supporting Policy Group to deliver a range of policies relating to labour market, poverty and skills  and effectively sponsor DWP’s Arms-length bodies. The combined business budgets is approximately £750 million , with oversight of  c1,550 FTEs. Reporting to the Strategic Finance Director, the postholder will work closely with multiple Policy Director Generals and their teams to embed financial rigour and value for money into decision-making. 

You will lead a team of around 24 skilled finance professionals, including three team leaders, delivering high-quality financial advice, performance analysis, and business partnering services. This is an exceptional opportunity to combine financial acumen with a passion for shaping policy outcomes and influencing ministerial and HM Treasury engagement on complex financial issues. 

Key Responsibilities: 

  • Leadership & People Development:

  • Strategic Financial Partnering:
    Provide expert financial insight, support and challenge to senior stakeholders across Policy Group. 
    Lead the development, production and analysis of robust financial forecasts, multi-year plans, and performance metrics. 
    Ensure timely, accurate, and clearly communicated financial management information using data and analytics tools. 
  • Governance & Assurance 
    Represent Finance on senior boards  and with ALBs
    Oversee the development and monitoring of sound business cases with strong commercial focus, risk management, and governance controls. 
  • Stakeholder Engagement 
    Build trusted relationships with senior leaders across DWP, managing expectations and influencing outcomes. 
    Act as the finance focal point for Policy Group in interactions with HM Treasury and Ministers. 
  • Professional Standards & Culture 
    Promote evidence-based decision-making and uphold the highest standards of financial professionalism. 
    Lead through complexity and ambiguity with resilience, self-awareness, and openness to feedback.

Person specification

The successful candidate must be able to demonstrate their knowledge, experience and skills against the following essential criteria: ​

  • Strong strategic financial leadership, including the ability to interpret and advise on complex fiscal issues; translate policy and operational concepts into robust financial strategies; and provide high‑quality assurance on financial modelling, governance material and investment decisions.​
  • Exceptional interpersonal, communication and influencing skills, with the professional credibility to operate confidently as a senior financial leader. You will have experience of building strong relationships with both internal and external senior stakeholders (Perm Secretary, Ministers, Director generals or equivalent senior leaders), generating trust and shaping strategic decision‑making through high‑quality financial insight.​
  • Solid understanding of fiscal events, public spending frameworks and financial risk management, which may include engagement with HMT on Spending Reviews, fiscal negotiations and investment cases.​
  • A strong track record of delivering challenging projects at pace, prioritising longer-term work alongside shorter-term asks.  The ability to deliver through others and maintain professional standards under pressure. ​
  • Able to inspire confidence and motivate others, creating a positive environment where people feel equipped and encouraged to use data, insight and digital tools effectively. Demonstrates strong leadership in building capability, supporting colleagues to develop skills, and fostering a culture of continuous learning, curiosity and improvement.​
  • You must hold, or be willing to fast track towards a full chartered level professional qualification awarded by a UK-recognised accountancy body: CIMA, ICAEW, ACCA, CIPFA, ICAS or Chartered Accountants Ireland. ​
