Provides professional and technical advice and recommendations to the Mayor, the City Council, and/or the Planning Commission. Reviews and ensures that development plans comply with City standards and specifications including Subdivision Regulations, Land Development Ordinance, Strategic Plan, Safety Action Plan, and the City's Comprehensive Plan. Communicates with city, county, state and federal agencies. Prepares reports for the Mayor and the City Council. Consults and directs consulting firms in the development of capital projects plans. Performs necessary math calculations for drainage and other civil engineering projects. Conducts on-site review of public works construction specifications. Leads, guides, and directs the work of professional, technical, and clerical Engineering staff. Appears before City Council, Mayor, the Planning Commission or the public on behalf of the City Engineer to justify plans or expenditures for public works projects. Responds to requests and complaints from citizens and city officials and develops mitigation when necessary. Reports to the City Engineer.<br><br><strong>Essential Functions</strong><br><ul><li>Assists in managing, supervising, and administering functions of the Engineering Department; ensures compliance with city, county, state, and federal codes.</li><li>Advises on engineering matters of the City.</li><li>Prepares engineering reports, accurate property descriptions, contracts, and correspondence; assists in authorizing progress and final payments to contractors based upon field inspections; performs field inspections and surveys as required.</li><li>Plans, organizes, coordinates, and directs work of assigned staff; assists in development of goals.</li><li>Completes technical review of development plans, drainage calculations, grading plans, street improvements, hydrological studies, storm drainage plans, and specifications for public works construction and development projects.</li><li>Inspects Capital Projects for adherence to plans, specifications, and compliance with City standards.</li><li>Performs engineering work for more complex Public Works construction projects.</li><li>Prepares budgets and requests for proposals for Capital Improvements projects; monitors budget expenditures; reviews and approves pay requests.</li><li>Assists City Engineer in ensuring Ordinances and Codes are current and up to date on modern Engineering and Development Industry standards.</li><li>Provides public reports; answers questions in public meetings and Council work sessions; attends Planning Commission meetings and other various meetings.</li><li>Participates in long and short term planning for the department objectives.</li><li>Meets with the general public to discuss complaints, requests, and recommendations on drainage issues, capital projects, road conditions, and right-of-way boundaries.</li><li>Interacts and communicates with a wide variety of groups and individuals to include citizens, Mayor, Council, engineering staff, Planning Commission, City department heads and City employees.</li></ul><br><br><strong>Education and Experience:</strong><br>Bachelor's Degree from an accredited university in Civil Engineering and seven (7) years of experience in a job related field, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.<br><strong>Special Qualifications:</strong><br>Professional Engineer License is required.<br>Valid Driver's License.<br>The City's group insurance is currently through <strong>Blue Cross and Blue Shield of Alabama</strong>. The employees' health, vision, hearing and dental premiums are paid in full by the City. The City pays 50% of family coverage. The employee cost for family health, vision and hearing is $67.47 per semi-monthly deduction cycle and dental is $10.00 per semi-monthly deduction cycle.
